Haryana Cabinet Decisions: Land Pooling Policy-2026 Approved

Chief Minister Nayab Singh Saini chaired the cabinet meeting in Chandigarh, and all seven agenda items were approved, with a one-day special Assembly session to be called on Constitution Day, 26 November.

Under the new land pooling policy, 50 per cent of a project’s saleable area goes to landowners and the other 50 per cent to the development agency. The minimum developed plot is 100 square meters for residential, 500 for institutional, and 250 for industrial use. Landowners will also get interim financial assistance of Rs 1 lakh per acre per year for four years, counted from the date of the sale deed registration. The policy replaces the 2022 policy.

Other decisions that matter to residents:

  • Travel agents: registration becomes mandatory for new and existing travel agents under the Haryana Travel Agent Registration and Regulation Rules, 2026, aimed at fraud, illegal foreign recruitment, and “donkey route” cases. The certificate is to be issued within 30 days of police verification and stays valid for three years.
  • Junior Lecture Assistant: Recruitment rules now require 10+2 with physics, chemistry, mathematics, or biology, plus five years’ experience as a laboratory attendant for direct recruitment. The direct-recruitment age limit is 18 to 42 years.
  • TDR policy: valuation now uses the average collector rate on the application date, and certificates can be used in other low-potential development plans in the state.
