Rs 50,000 Crore Plus in Investment Proposals from Gujarat Visit

According to The Tribune, Chief Minister Saini’s two-day Gujarat visit has yielded MoUs for investment proposals worth over Rs 50,000 crore for Haryana. He held one-to-one meetings with business leaders and investors in Gandhinagar, with Industries and Commerce Minister Rao Narbir Singh present.

MoUs signed on Wednesday include:

  • Defence, real estate, and oil and gas: around Rs 25,000 crore
  • Semiconductors: Rs 2,900 crore
  • Agriculture and food processing: Rs 1,400 crore
  • Compressed biogas and civil aviation: MoUs also signed

Yesterday’s reports put day one at around Rs 12,000 crore, and the two-day total is now reported at over Rs 50,000 crore. A separate report says the government also pitched its Global City project in Gurugram, described as a 1,000-acre township and North India’s future central business hub.

These are MoUs and proposals, not running projects. How many factories and jobs follow will depend on execution.

Gurugram-Nuh Parallel Power License Put on Hold

On October 19, the Haryana Electricity Regulatory Commission (HERC) granted Eleven Power Private Limited (EPPL) a 25-year parallel distribution license for Gurugram and Nuh. It would have let a second company supply electricity alongside Dakshin Haryana Bijli Vitran Nigam (DHBVN). Power employees went on strike against the license.

The Tribune reports that the state government has now blocked the license, and HERC has put EPPL’s plea on hold. Business Standard reports that the commission decided not to proceed further as per the state government’s directions. The state commissions had opposed the license on grounds including capital adequacy, creditworthiness, technical capability, and universal service obligations.

In a separate report, a proposal to list power utilities has sparked a fresh row, with an engineers’ body calling it a back-door route to privatization. For now, DHBVN remains the distributor in these districts, and the legal next steps remain to be seen.

270+ Government Primary Schools Move to English Medium

A School Education Department notification has redesignated over 270 government primary schools:

  • 157 schools: primary schools attached to PM Shri or CMEEE secondary schools, now Government Chief Minister Excellence & Early English Primary Schools (GCMEEEPS)
  • 45 schools: Model Sanskriti Primary Schools attached to CMEEE senior secondary schools, now GCMEEEPS
  • 77 schools: primary schools attached to Model Sanskriti senior secondary schools, now Government Model Sanskriti Primary Schools (GMSPS)

English-medium instruction is mandatory from Class I. From Class II, each school will run one Hindi and one English section, and the schools will be co-educational. GCMEEEP schools will collect no fee beyond regular funds, while GMSP schools will start receiving Vidyalaya Vikas Nidhi from the 2027-28 session. Teachers will be deployed through a screening process.

Amit Chhabra of the Rajkiya Prathmik Shikshak Sangh Haryana welcomed the move but flagged staff shortages and non-academic duties as concerns. Ambala DEO Sudhir Kalra said the English-medium instruction will benefit students.

Karwa Chauth Weather: Gusty Winds, Rain and Isolated Hail

The IMD says a fresh western disturbance will stay active from Thursday until the forenoon of Friday. It has warned of thunderstorms, lightning, and 40-60 kmph winds on Thursday, with hail possible at isolated places in Punjab and Haryana till Friday. Haryana may see rain at many places on Thursday and Friday and at isolated places on Wednesday and Saturday. Rain and thunderstorm activity is likely to increase from October 29 to 31.

The IMD has put the moonrise at 8:09 pm for Chandigarh, Mohali, and Panchkula. Skies are likely to be cloudy, but the bulletin does not say whether the moon will be fully hidden. Thursday’s high in the Tricity is forecasted at around 29°C.

Advice for farmers: keep harvested crops in safe places and avoid irrigation and fertilizer or pesticide spraying during the spell. People should not take shelter under trees during storms.

Rs 11,000 Per Acre for Hail-Hit Farmers: A Private Initiative, Not a Government Scheme

The Tribune reports that Rajwinder Singh Chahal, working state president of the Bharatiya Kisan Union (Kheti Bachao), has announced Rs 11,000 per acre for farmers whose paddy was damaged by hailstorms. Chahal is a commission agent. The aid is for affected farmers who sell through him at the Ratia grain market, and he has also offered relief on outstanding interest dues. He urged the state government to assess the damage and pay compensation without delay.

To be clear, this is one commission agent’s offer and not a state scheme.
